Where 10,000 Steps Came From (It Was a Marketing Campaign)

The most repeated health target in the world did not come from research. It came from a pedometer sold in Japan in the 1960s. What the number's actual origin was, what the research since has found, and what a better target looks like.

There is a number so widely repeated that it has stopped sounding like a claim at all. Ten thousand steps. It is printed on watches, built into phones, quoted by doctors, and used as the default goal in essentially every fitness tracker sold.

It came from a pedometer advert.

The actual origin

In the mid-1960s, in the run-up to and aftermath of the 1964 Tokyo Olympics, Japan experienced a surge of public enthusiasm for fitness. A Japanese company began selling a wearable pedometer, and it was given a name that would prove far more durable than the device: manpo-kei.

It translates directly as ten-thousand-step meter.

The number was a product name. It was round, it was memorable, and the Japanese character for ten thousand — 万 — has a shape that can be read as a walking figure, which made it a neat piece of branding. The academic work associated with the device came alongside and after the marketing, not before it.

This is the entire provenance of the world's most repeated health target.

Why it stuck

It stuck because it is an extraordinarily good target, considered purely as a target.

It is a round number. It is achievable but not trivial for a typical office worker, who might otherwise accumulate three or four thousand. It is measurable by a cheap device. And it converts an abstract instruction — be more active — into something you can check.

Compare it with the actual public health guidance of the era, which was phrased in terms of minutes of moderate-to-vigorous activity per week. That is more defensible and considerably less memorable. Nobody has ever told a friend they hit their 150 minutes.

The number succeeded as behaviour change, which is not nothing. Most health advice fails because nobody follows it. This one got followed.

What the research has since found

Here is the genuinely interesting part: researchers only went looking properly after the number was already ubiquitous. The studies were, in effect, marking the homework of a marketing department.

The broad finding across large observational studies is consistent and somewhat awkward for the round number:

The relationship between steps and health outcomes is steep at the bottom and flat at the top.

Moving from a very low step count — the two-to-three thousand of a genuinely sedentary day — to a moderate one produces a large reduction in mortality risk. Continuing upward keeps helping, but with rapidly diminishing returns, and the curve tends to flatten somewhere in the region of seven to nine thousand steps for most adult populations studied. Older adults appear to plateau lower; younger adults somewhat higher.

Two honest caveats belong here. These are observational studies, so the people walking more differ from the people walking less in many ways besides walking. And the precise plateau figure moves around between studies and populations, which is exactly what you would expect from a real biological relationship rather than a threshold.

The conclusion that survives all the caveats: there is no cliff at 10,000. There is a slope, and most of the descent happens well before you get there.

What this means practically

If you are sedentary, this is the highest-value thing on this entire website. The gap between 3,000 and 7,000 steps a day is, in health terms, larger than most training decisions a fit person will ever agonise over. It requires no equipment, no programme and no recovery.

If you already train, steps measure something else. This is worth being precise about, because trackers muddle it constantly.

A hard threshold session might log 6,000 steps and represent an enormous physiological stimulus. A heavy lower-body lifting session logs almost nothing and will leave you sore for two days. An hour on the bike logs zero. Meanwhile a day of walking around an airport logs 14,000 and trains nothing.

Step count is a measure of daily non-training movement. That is a real and useful thing to measure — sedentary time carries its own risk, independent of whether you train — but it should not be read as a training metric, and a watch that congratulates you for an airport is not telling you anything about your fitness.

The thing steps actually capture

The underlying concept researchers care about is sometimes called NEAT — non-exercise activity thermogenesis, the energy you spend on everything that is not deliberate training. Fidgeting, standing, walking to the shop, taking stairs.

NEAT varies enormously between individuals and it explains a surprising share of the difference in energy expenditure between two people of similar size. It also quietly falls when you diet, which is one of the reasons weight loss slows in ways the arithmetic did not predict — the mechanism is discussed in the calorie deficit that doesn't kill your training.

Steps are a crude but usable proxy for NEAT. That is their actual value, and it is a good one.

A better way to hold the number

Not as a threshold to hit or fail. As a floor to not fall below.

  • Below 5,000 on a normal day is worth noticing. That is a sedentary day, and a run in the evening does not fully offset eight hours of sitting
  • 7,000 to 9,000 captures essentially all the well-evidenced benefit for most adults
  • Above that is fine, sometimes enjoyable, and not something to chase for health reasons
  • On hard training days, expect the number to be low and ignore it. Recovery is the goal, and walking your total up to satisfy a watch is mildly counterproductive

The broader lesson

The 10,000 step story is a useful piece of scepticism training, because the number is not wrong. It is a perfectly reasonable target that happens to have no scientific derivation whatsoever, and which the research later ratified as approximately fine.

That is worth sitting with. A great deal of fitness advice has this shape: it is repeated with enormous confidence, its origin is an accident, and it turns out to be roughly serviceable anyway. The problem is not that the advice is bad. It is that the confidence is unearned, and the same confidence gets extended to advice that has not been ratified by anything.

Ten thousand steps was a product name. It got adopted by the world, tested afterwards, and passed. Walk more than you do now, and stop treating the specific figure as though someone measured it.
